Abstract

Thailand and the World Tomato: Globalization, New Agricultural Countries (NACs) and the Agrarian Question

In this article we explore the genesis and character of the so called “new agricultural countries” (NACs), focusing on Thailand and its tomato industry in particular. We begin with a brief overview of the rise and character of the NACs, turning then to the Thai case and its peculiarities and form. We examine various dimensions of the rise of high value foods (HVF), globalization, turmoil and growth in the agro-food economy. We ask the general question of how and in what senses the NACs are genuinely global in their agro-food sectors, in terms of production and institutional relationships. These questions are explored in detail using a survey of contract farmers in the Isaan region of northeast Thailand. These are small, peasant farmers who produce hybrid tomato seeds and/or processing tomatoes, for both the transnational seed industry and domestic buyers. We end by situating our findings about the agro-food industry and contract farming within a discussion of Kautsky’s “agrarian question” of a century ago.

Tailandia y el Tomate Mundial: Globalización, Nuevos Países Agrícolas (NPAs) y la Cuestión Agraria<

Este artículo explora los orígenes y carácter de los llamados “nuevos países agrícolas” (NPAs), enfocando en particular el caso de la industria del tomate en Tailandia. Antes de examinar la forma y singularidades del modelo tailandés, el artículo ofrece un breve esquema panorámico de la emergencia y auge de los NPAs. De ahí, pasa a examinar las distintas facetas en el desarrollo de alimentos de alto valor, globalización, confusión y crecimiento en la economía agroalimentaria; planteando en términos generales cómo y en qué sentido podrían considerarse los NPAs auténticamente globales con respecto a la producción y las relaciones institucionales en sus distintos sectores agroalimentarios. Estas preguntas se exploran en mayor detalle mediante una encuesta de agricultores de contrato que se llevó al cabo en el área de Isaan en el noreste de Tailandia. Estos pequeños agricultores o campesinos producen semillas de tomates híbridos y/o tomates destinados a la elaboración, tanto para la industria de semillas transnacional como para el mercado doméstico o nacional. El artículo concluye con la presentación de los resultados de nuestra investigación sobre la industria agroalimentaria y la agricultura de contrato en relación a la discusión de “la cuestión agraria” postulada por Kautsky hace un siglo.
